Vehicle titles and registration go through the Departamento de Transportacion y Obras Publicas (DTOP) rather than a state DMV, and the island imports nearly all of its vehicles by ship, which keeps new car prices high and makes the used car market, and a reliable way to sell into it, especially important to residents.
